I would be okay with Rex if and only if he fights with Pyra and Mythra. Aside from one special input to swap Pyra and Mythra I can B specials done by tossing Aegis to Pyra/Mythra for Ice Climber style combos. Driver arts would be incorporated into standard move set. Anchor Shot is a grab.

The fact that they are even bothered to give them a unique name is marketing in itself, they are very blatantly trying to "de-stigmatize" clone characters by giving them a shiny new name.
Sadly, it has worked too. Just look at how many people say "oh x could be an echo!", instead of actually thinking a bit harder and realising x character could actually have their own moveset.
Here is a popular example, Shadow. Lots of people saying he could be a Sonic echo, meanwhile completley ignoring all his unique shit that Sonic cant do.
Teleporting, Chaos Spear, the Sonic 06 Homing Attack Combo, all the shit he can do in Sonic Battle.
All that is more than enough to give him his own moveset completley unique from Sonic, even without resorting to using shit from Ow The Edge.

Smash Bros. is a fanservice game. Fitting in minor-but-liked characters as minimal-effort clones to pander to more people is only sensible. That said, I agree that people throwing around "Make X an Echo" are full of shit who are watering down possibilities. Daisy is an Echo because nothing differentiates her from Peach. Richter is an Echo because nothing differentiates him from Simon. Dark Samus is an Echo because nothing differentiates it from Samus. But they have fans, and this is a fanservice game, so no reason not to throw them in there if the devs can find the time.
But if a character can easily stand on their own merits as unique, they absolutely should. Shadow can do his own shit just fine and making him an Echo Fighter would be a disservice to everything he is. He's the closest you can get to having Goku/Vegeta in Smash Bros.

Dragonite would be cool, Tyran and Kommo were just some of my favorite dragon types. Hell, I'd be happy any pseudo legendary. I'm just sick of starters when there are obvious better choices. The large amount of Pokemon reps in the roster already doesn't change my feelings for them, but I could see why it wouldn't happen.
Both Fawful and Duster have great moveset potential. Mother also has a very low amount of reps, and the only other Mother character who could stand on his own would be Porky. Every moveset idea I've seen for Porky has had him in his mech, which seems like a large stretch. Duster doesn't have this problem, and is also the best member in an underrated cast.

Yes. SA2 had him and Sonic able to do everything the other could, even Chaos Control was something Sonic learned to do. And in terms of gameplay, Sonic had access to MORE moves than Shadow including the Bound Bracelet and the Toy Glove. Shadow's Chaos Spear was matched by Sonic Wind in VS and was shown as an attach Shadow can't really use on command unless he's gotten into his Super form. Metal Sonic has a lot more unique to him in that he is able to do everything Sonic can do and more, such as the Black Shield or overclocking himself or even limited flight.

Crash has the mostly likely of chances since he actually got more of a foothold in Japan's eyes (Spyro stumbled due to gameplay changes that made the first game worse in their localization). I haven't delved deep, but comments on NicoNico seem to fall under the "Whoa!/Cool!" of the inclusion, one going "Even Shovel Knight?" Nintendo did publish the game in Japan for their systems, which helped his visibility in fans' eyes. Japan also hasn't probably seen all the indie games Shovel Knight's dug into.
