Because there's no point to it. Everyone just lines their shots to the torso most of the time or to the heads if it's an hitscan weapon with a multiplier for headshots.
The goal is always to kill the guy and this is the most effective strategy, torso being the biggest area to hit, head giving the biggest damage possible.
Limb damage only makes sense if there's a point to it, if there's some decent strategy associated with hitting specific parts. But since
1) you rarely have to capture your enemies alive
2) shooting limbs will still kill people (but slowly) so it's not a non-lethal option
3) everyone dies in a few bullets so instead of firing 2 to an arm, 3 to a leg and then 1 to the head, you could just plug 2 in their head or 3 in his chest and be done with it (Fallout 3)
4) the penalties are usually not worth the effort (also Fallout 3)
5)you simply don't have the time to admire the hit animations (any action FPS, really)
then it boils down to a superfluous cosmetic feature that not many people care about anymore. You'd need a lot more gameplay for this to have any bearing at all.

Any time they stop being about aiming, everyone bitches that it's not Quake because movement isn't based around bunnyhopping or rocketjumping. Every single attempt at introducing something new to the FPS genre that isn't just more guns to shoot is met with the same disdain because "it removes focus from the shooting" or "it's not as skill-based".

What's even better is combining vertical aim, no crosshair, and gun placement in the middle of the screen for hip firing. Brutal Doom and Outlaw do this, and it feels realistic. Sadly it's never used anywhere else. Maybe Quake 1, but it still feels like shit to play without crosshair, unlike BD and Outlaw where approximating your vertical aim feels more like fun than a handicap.

When your game has pinpoint accuracy and zero weapon sway/recoil maybe. It's even more fun when there's no crosshair, goldeneye worked because it has no crosshair.

Even in the old turn based games, limb aiming felt mostly useless except for aiming to the head/eys or slowing down some enemies. That's one of the problems. I know you're talking about movement but bear with me. The pretense that games which focus less on aiming or take that burden away from the player is misguided. The closest parallel is the shooting game genre, which saw a ton of experimentation in how you engage in the 90s, no longer was it about evading simple patterns and blasting away, it was about smart weapon usage, about juggling and bubbling in games like cotton, or even literally punching them like the fist of the north star in cotton boomerang, games like radiant silvergun put emphasis on how you manage your sword and the enemy formations with the different weapons, comboing up destruction % and Ikaruga explored its own unique systems. Twinkle Star Sprites made a competitive shooter where you're engaged in a simple shooting game but find ways to create combos of enemies exploding each other to create hazards for the other player to deal with, countering attacks constantly.
These shooting games became less about shooting and more about using shooting to engage with a meta game which had its own intricate series of mechanics and elaborate designs encouraging you to explore the possibilities to get better with the game and ultimately have more fun.
If shooters moved beyond aiming and moved into movement focused game play, where the goal is still to shoot the opponent but it becomes more about dancing with your opponent with elaborate acrobatics and navigation, dodging, gaining vantage points and using the environment to your advantage and creating the opponents disadvantage - this game play could even be brought to gamepads without issue, removing the skill ceiling created by analog stick aiming, it would be just as capable on the PC, creating a larger group of people capable of higher level play.

I could see something like a combo system work with the leash from BS and guns that do more than just shoot for damage, making it into something like a stylish action game, but in FPS.

The stagger animation itself is aesthetics.
For example, if the game is moddable, you can swap out the animations and graphical effects out for something like a rectangle and timer. It doesn't exactly change the gameplay, but it changes the player's "feeling" of "gunplay".
