Dwarf Fortress, since the game generates its own historical figures. You can take creatures these as companions in adventure mode, raise non histfigs into hist figs in fort mode, or add to the already existing story to some hist figs and obviously fight against them.

Note: historical figure in this case just means "important creature".

Well besides a plethora of strategy games, from turn based ones like Civiliaztion or Paradox games, to real time such as Age of Empires 2 and 3, and the AssCreed series, which is chuck full of historical figures, there's also … uhm … Wars and Warriors: Joan of Arc, maybe, never played it, but I am sure it has to have some other historical figures, besides Joan.

Historical fiction is its own genre.

I especially like the ones where old Japanese warlords are cute girls you can rape.
