Irwin, from Legend of Mana. I really appreciate the style of storytelling in Legend of Mana, its a fine interweaving of exploring different areas and the stories behind them, its neither too amorphous to follow nor too constricting to hinder the sense of adventure and discovery, and manages this by having three main story arcs that bounce between each other as you visit different locations, and each have a different underlying theme. Irwin is the final boss of one of those arcs, and his arc is all about responsibility and fate. Without getting too much into detail, Irwin is a demon who tries to save a childhood friend destined to become a saint from the burden of that sainthood, by stealing the power she was born with. Alternatively, by interpretation, he is a demon who lusts after the pure power held within a future-sage of wisdom. Its left up to the player to decide which is the truth, but in the end you face and defeat Irwin to restore the health and youth of the girl whose power he stole. That kind of sublime and subtle storytelling is nowhere to be seen in the games released today.

Any time Vorkken was on screen in TW101 was a highlight of the game to me. Loved his boss fights, his music, his appearance, his personality and his voice work. Although I guess he kind of stops being a villain towards the end.

We have to understand that things like democracy and the like are merely heuristics that we have realized usually lead to a higher standard of living amongst the population, it is true, ''usually" autocrats make terrible places to live in because a single man can't simply be good at everything.
However, Mr. House has already proven himself capable of managing the entire New Vegas strip by himself in a way that clearly will lead to the best possible living standards in the future. Sure, in reality you should never trust a man to rule an entire city like a tyrant, but if he does and against all odds he happens to succeed, you should accept the experimental data over the probabilities.
Good and Evil doesn't ever factor into it, House is just better at running The Strip.

Long John Baldry may be great for classic Robotnik, but Deem Bristow is the stuff of dreams. He manages to be both threatening, funny and that little bit of "Japanese" that just screams cartoon villain. As in, someone who's funny, but he's still an actual threat.
