i dont know if it fits your bill exactly, but in gex: enter the gecko the first world is themed around "not looney tunes", and the rest of the worlds are various tv stereotypes.
i dont remember the game being especially good.
on the flip side you have ape escape 3 which also does the tv channels thing but is actually a very fun game.
