The real issue is that there's no reason to actually market this shit like that because people don't give a shit about covers, I've personally interviewed them and it's all about the promos, gameplay, footage of the game etc.
It isn't the 1990's anymore, people don't buy games on impulse like they used to, they research because it's natural to do so. This whole thing reeks of relevance syndrome.
You know, when certain aspects of a company or sector loses relevance and recognize it, they put their job on a pedastal by creating problems that don't exist and then solving them. CEOs don't look into it because they're their own experts on the subject and have no real check or balance to it, no real review.
SJWs do this, they say some shit about "Digital blackface" or "Sexist air conditioning" not because they actually care, but to secure a six figure position and keep it.
Literally all this shit is because they don't want to lose their jobs because localization is becoming less and less of a needed thing, when in fact the translation department is the only one needed. Localization is culture manipulation, and it's the same shit as SJWism.

Yakuza's an interesting case because it went from a niche title in the 00's to a mega-advert mess of a great series Yakuza has loads of real world adverts in the fictional Kamuracho district, that's how they got a big budget for Yakuza 3 and up, it's dirty but it makes their city breath and you have to look for it in some cases in the stores, like the full first chapters of various manga in Yakuza 5 and the real world magazines in the same places every game purely by merit alone.

I've been playing the series since I found yakuza 1 and 2 in a bargain bin, it's kinda crazy to see how much it blew up and somehow didn't lose quality, granted yakuza 6 was pretty rough around the edges. Obviously I'm happy that localization time for these games has been drastically reduced but there are the concerns about what rising popularity for a game can create. So when a high skill, high fun game comes across it gets an anti marketing treatment and with the rise of Gamestop and EB Games stores and the whole EA collusion deal during one of the biggest global sales of japanese games (95' to 05') and the extensive buy out of independent games stores in mostly every state (three game stores in my state alone, in my area were replaced by Gamestops and EB Games stores) something tells me they were trying to prevent the Japanese from selling in america.

But with the rise of Reggie and the death of Iwata, it's getting more and more clear that Reggie and his ilk are a plant in japanese companies. The war's not only cultural, but financial.
And the problem here is that it's not working. With the rise of the global internet, people are slowly learning exactly what they missed out on, starting with ROM translations and moving up. The western industry's short term business decisions have tanked sales, despite the fact that the companies are still "too big to fail" they're losing cash bit by bit. And now events like E3 are being booed openly. That never fucking happened back in the 00's.
All the while the japanese industry has been ironically less xenophobic and on the not ironic side much more moral despite the actual Yakuza problem, (not the game, the gang).

This is really what it feels more like. Like, just compare the debut trailers between Japan and the western release. Japan starts off with some of the combat and references to fights in the manga before revealing the goofier aspects of the game like bartending and DEATH BATTING. With the announcement trailer for the western release, it mainly focused on the combat, how bloody it is, how Kenshiro can flip around in a fight like a cool guy, and send bad guys flying with his power, along with snippets of action cutscenes with those minigames not being shown off. The cover is more just playing up on the "cool guy beats up the bad guys" aspect of FotNS.

The idea behind it being that this manager at this store is known to be unquestioning and just does as he's told. In fact managers are promoted for this mentality intentionally across the company to ensure compliance.
Now he does this to other stores, maybe not with his own identity, but someone out of the loop. He knows the processes needed for this, exploits little niggles in the system that allow him to be a faceless person on a phone line or something.
Knowing that the people's psych profiles match up with the right behavior, he successfully gets a shit ton, maybe a few million and flees to Tihuana or Sweden or some shit with the proceeds before anyone catches on. With him gone, the managers will continue to divert profits, so when the enormously slow finance bureaucratic sector catches it, he and his buds are already gone and replaced, so the next state managers get the heat.
The point being this is a con. You, with CONfidence of how someone thinks, exploit that thinking. Now while assuming this con actually works, all long term cons must eventually fail. It's when they fail that matters.
And it failed at the wrong time, just in an area they couldn't predict, the consumer area.
The Localizers will still do their jobs until they become a liability. What you're seeing isn't the conspiracy itself, but the results of that conspiracy. You get what i'm saying here?

While I agree with the sentiment, in defense of the new people Sega got to work on Yakuza (started with 0), they're pretty thorough and respectful in their work. They made a bunch of streams explaining their decisions, the challenges they face and made some criticisms to past localizations. We got a lot of discussions about them when Yakuza topics were a bit more common. They basically had some ground rules like "don't make shit up" and "no memes" and IIRC a motto that was something like "a localization is good when the player doesn't notice it's there".
On this specific issue, I agree that it's a poor decision likely made to cater to "western tastes", a decision that is doubly stupid because Sega are aware people want the nip game to be as nippy as possible.

No one can do a Hokuto no Ken/FOTNS game right anyway. It's always slow clunky and repetitive. The only way to do a Hokuto game right is to make it so that you can kill enemies really easy but you can also die really easy, otherwise it's just the same as other fighting games, and the single mistake and YOU'RE ALREADY FUCKED feel of the manga fights doesn't come across. A hokuto game should have you fight loads of regular enemies who die in one hit, but there are huge numbers of them all swarming at you trying to hit you with axes and swords, and then the bosses like the Nanto guys other Hokuto guys should kill you in one or two hits. It should also be gory, even if they obscure it a little with some black and white now and then, they shouldn't blur things out that it defeats the point of playing a blow people apart with pressure points game in the first place.

A lot of American cartoons of the time couldn't even kill people let alone have them die violently. In Japan, shonen were actually for kids, but often were violent. Also, manga wasn't really censored much other than being in black and white. Hokuto was marketed to kids. Even Dragonball had a fair bit of blood and guts here and there.
What was it about Japanese society that made them think this was okay for kids (it pretty much objectively was okay, since like with violent video games there's no real correlation with real world violence and Japan has a low crime rate), whereas over here we had soccer moms right from the start and domestic cartoons almost never killed anyone to the point where it was a shock when the Transformers movie did it in '86. So Japan is toning down now because of whining and lobbying, but I've got to wonder, how did they get away with it for so long? It's kind of funny how a company like IFI can be willing to do full color (and proper; with the back cover on both sides) reversible covers while bigger companies will ignore it as an option, or just us the back as either "tray card" art (which only works when the casing itself is actually clear and not tinted like PS4 cases are), or a cheaper way to do safety precautions instead of its own sheet.
