It's basically what you described.
Only thing is, your character is required to eventually die of old age (but then you can play as your child and so on so you can keep playing the same)
But the worst part is that you pay for each character, rather than just pay for the game, or pay a subscription. If you die in one of the few ways where your body is not retrievable (you can revive in most cases) you basically have to buy the game again. Most Jewish fucking business model I have ever heard.
So like if you fall off your boat out at sea, you're fucked. Or if you get swallowed by a monster, gibe shekels.
Otherwise it's allegedly going to have everything you could want in a medieval autism simulator.

Also you literally save the world in the dungeon, which is the only other thing aside from making guaranteed profit from stocking almost any item, none of which are perishable or cause holding costs due to your apparently infinite storage space. Recettear isn't a game about managing a shop it's just a game about whether you can outjew the local economy fast enough before the loansharks get you with more and more ridiculous 'interest' payments, since it's impossible to lose money on any transaction, only time (customer interaction limit per day) and your combo meter.

so in Star Wars Galaxies you can 100% just be a regular guy working in town that never has to go out into the wild and get shot at or stabbed or eaten
some non combat roles are dancer, musician, doctor, chef, any of a slew of gear crafters, merchant, architect, politician, which you can combine to your hearts content
and that shit is needed by the other players too, so if you set up in a big city with lots of other players you can rake in the credits just handing out buffs or curing wounds all day charging what ever you want.

The art is pretty… not good, and I don't know why it's still listed as Early Access given that it's apparently at 1.3, and it's less "Random NPC having boring peasant life" and more "Random NPC RTS Peasant where all your companion NPCs help out as their own AI dictates and you're just one among many", but I can't deny it's a bit comfy, in its own way, as the village gets going and monsters start attacking and getting repelled, especially as your character's stats carry over from campaign missions to skirmish missions to whatever else. And the demo is just the full game with the last tech level locked, I think, so, no harm done in seeing if it floats your boat.
But, yes, you're still an important figurehead even if you're technically no different from any other unit on the field, just by dint of being a (theoretically) smart human who can actually build things in their proper order and so on. It's not perfect in that regard, for the pure boring NPC experience. Still.

What you're looking for is called Call of Chernobyl.
Play in Azazel game mode. Whenever you die rather than re-starting from a checkpoint you will be given control of a random NPC with whatever equipment they had in that moment and with whatever objectives they were onto. And since most NPCs are rookies/stalkers, it matches your "peasant life" requirement too.

Probably not quite what you're looking for, but in Tsugunai the protagonist has his soul ripped from his body by a vengeful goddess, and has to possess a number of inhabitants of a nearby fishing village and work through their issues (both physical and personality-wise) to redeem himself enough to be allowed his body back after his fuck up. A handful of recurring characters are actually suited for combat (and the protagonist is a mercenary by trade, and thus no stranger to violence himself), but the rest are all NPC-tier, and you get a glimpse into their lives and relations through themselves. Almost the entire game is relegated to the village and its closest surroundings too, keeping the feel local, and while there is something of a plot to it, it doesn't come much to a head until the end, and becomes much more about the town and characters. Not exactly playing as a random NPC, but fairly close as it puts the player's character into their shoes for a little while.

I remember Warhammer fantasy tabletop rpg had it set up so that you would be able to play as basically a fucking peasent, merchant or some random farm boy in a world designed to murder fuck you in the worst ways possible.
