I found Risky's Revenge to be offputting due to the lack of weighty attack animations which Shantae GBC had. RR had many quality of life improvements, which I appreciated, but it felt like a step back due to a lack of content and side quests. That being said, I wouldn't want something like GBC's side quests where much of the difficulty comes from the zoomed in camera and you'll see weird flying bullshit in the corner of your screen but not have any idea how to reach it until hours later.
I bought Pirate's Curse a while ago, but it was on the Wii U which I don't have easy access to right now, so I've had trouble working up the motivation to play it. The knowledge that Half-Genie hero is light on content and heavy on bad animation doesn't help, either.

If it helps your motivation, Pirate's Curse is the best Shantae game. It's a shame they had to get rid of the dancing and transformations in order to accomplish that. The use of tweening reminds me of a lot of the knockoff Chinese games flooding the market in recent years, or minus8 animations. It's a huge step down from the detailed sprite animation of the previous games.
Apologies in advance for the bad gifs, but I'm not on my usual computer. Mostly what bothers me is that the key image of her stance is completely changed in HGH. In previous games, she had this laconic head loll going on, which made sense because she was a zombie and spoke to her lackadaisical personality.
In HGH, her animation is this really tight, fast, hip bob. It's not a bad pose, but it's clearly Flash-animated (or something similar), and has all the drawbacks you'd expect. The sprite is "more detailed," but that just means each individual paper doll piece of her anatomy is in higher fidelity, which makes the overreliance on tweening even more obvious. If they had different colour palettes I would think they were different characters.
Shantae's idle animation in HGH is also robbed of the weight she had in previous games, both due to the speed and the lack of "lead-up" frames. Instead of rolling from one foot to the other, it's like her torso is pushing her legs left and right. Her hair actually moves in front of her centre of balance, which makes her look like a paper cutout rather than a charming Paper Mario-styled sprite. It's am amateur error and I'd be ashamed to have made something like that not that I actually know how to draw, but all that needs to be done in order to render it passable would be to make the swoosh of her hair follow her hips/centre, rather than synchronizing with it.
I can't find a good example of her idle sprite from GBC, but the same is true there. It's really weighty despite being such a small sprite with few frames.

So perhaps have it so certain enemies are more viable to attack in different ways? Heavy stone enemies need to be rammed by the elephant form since it ignores defense, harpies shoot out a fan of feather arrows so it'd work for fast moving or large enemies, etc.

The combat has been pretty awful ever since they removed the special moves in the first game. I really don't care that her thing is supposed to be hair whipping, because the jumping kick was far more fun and effective. The hair whipping is just terribly boring, not to mention unsatisfying. Give her more moves, and don't lock them behind transformation dances. And while you're at it, delete the fucking enemies that spawn from the ground already. In most of the games they have been able to damage you before you even can react to them too, so if you're just running along a zombie can spawn beneath you and hurt you. That's just incredibly unsatisfying gameplay.

Any more details? Because from what you describe you could probably do a simple combo system (a -> a -> a that maybe gets a 4th later on), and then either copy from hyrule warriors (pressing another button at various points of the combo makes a different finishing move with different properties), or more situational stuff (uppercuts, diving kicks as you said, grabs & throws, AOE, powerful but very short range, etc).

Disregarding your niggerness, Shantae started out as a one-off cult classic game that released very late in the GBC's lifecycle. The game was the brainchild of Matt Bozon, one of the creative heads of the developer WayFoward, and his wife. They wanted to make a game about a magic bellydancer and it ended up attracting a pretty large audience despite when it was released.
As the GBA era rolled around Shantae was still a fairly popular title so they decided to capitalize on the relative success of the first game and release a sequel. Initially they developed a GBA title, but that work was eventually scrapped and released as a DSiware downloadable title that became one of, if not the best selling titles available through that service. This new game, Risky's Revenge, is generally regarded as the weakest title in the series for a number of reasons.
After a long wait, they eventually released a third game and direct sequel to the previous entry, Pirate's Curse, for the 3DS. It was very well received. Nice spritework, a good artstyle, and (most importantly) fun movement options and gameplay.
Around the time that Pirate's Curse was finishing development they announced a kickstarter for a console entry in the Shantae series that would take place after the previous three games as a loosely connected sequel. As a result of all the funding goals they met, the game has a shitload of alternate modes, including one that lets you play as a ninja, in your pajamas, as Shantae's friends, and as the main antagonist, Risky Boots. It's generally held to be a little lackluster and lacking in content, but better than Risky's Revenge.
As time has gone on, Shantae has become popular enough that she's essentially become the mascot of the whole company.
Every game has a pretty good soundtrack – they're all done by the same guy, Jake Kaufman, who also did the music for Mighty Switch Force and Shovel Knight.
Each game is a platformer that involves Shantae traveling around Sequin Land averting some sort of crisis, usually involving a couple dungeons you have to go through with the standard assortment of puzzles and spikes. Shantae attacks by whipping her hair as her basic attack and can use magic as projectile weapons. There's a dedicated dance button that usually allows her to use her genie powers to transform into various animals (with the exception of Pirate's Curse, where she's unable to transform and uses various weapons instead). Because WayForward are sadists, there are usually sections of every game with unreasonably high difficulty spikes that require you to get good.
You should play the games in release order. Start with Shantae, then play Risky's Revenge, then Pirate's Curse, and end with Half Genie Hero. Only true niggers skip games when they're getting into a series.
