The basic menu for battle in RPG maker games starts out with Fight and Escape, Fight leads into the basic skillset of Attack, Skill/Magic, Guard and Item. The reason it has Fight and Escape at first is so the player can pick Escape immediately instead of wasting time, or you can program in a 3rd option if you want to pull something off like Shin Megami Tensei's Talk system or something else before a fight starts.
The actual depth isn't determined by the commands though, it's determined by the events behind them. You can drag and drop program in a scan enemy ability very easily, use events to set up a rudimentary combo system ala FF8's Zell or Lisa the Painful (but Lisa pulled from an old script, you can manually do it pretty easy but without the display), and with status effects you can set up events that activate based on party status, auto revive that activates at the end of every turn, you can have someone attack after you've attacked under certain conditions, it might not be the best engine but you can do a lot of shit with it with a little creativity.
However the game's clearly art focused and political, so it isn't likely that it has depth. Maybe rudimentary RPG gameplay, but not much beyond that. The engine is also used as a cheap method of setting up a top down sprite game that doesn't necessarily need a combat system because the sprite system is easy to use.
