Is there a generic injector program that allows me to completely turn off effects that aren't accessible in the options or config file? As far as I can tell, tools like ReShade and SweetFX only add additional effects or let you adjust tone mapping to try to compensate, and they all lower the framerate no matter what. Shitty NVidia control panel has no bloom toggle and ambient occlusion toggle has no effect.

No. Most of these game engines process this sort of thing differently.

Also even if you could most likely if you forced them off it would cause a ton of graphical glitches. They were most likely not added cleanly (as in the devs didn't add the effect as a modular effect you could freely turn off it was added into the engine or the level) which is why there isn't an option to turn it off.

Halo Reach has issues like this everywhere, a big one being a ton of mesh pop-ins because they wanted a ton in a space of 10 meters. Rain and fire slows the game down, too many explosions drop frame rate, plus they did a stupid decision (in my opinion) of making light adjust like it is being seen by a human's eyes. Explode a grenade next to you and you will go fucking blind. Not only that, but they made big maps that have visible geometry cut off if you just look for it. I love the game('s Firefight mode), but christ.

Not really. The gameplay is piss easy even on hard mode and if you want better gear you’ll be running through the same bland dungeons numerous times to get the materials you need. The only thing that might be interesting is the story if it wasn’t hit with the Aksys spice.
