Actually it kind of is. With the loss of the wiki style dialogue they had to reduce the scope and complexity of that. Every character needs a bit of dialogue to say and you can't give huge amount of characterisation to everyone. That's how you end up with the retarded dialogue Skyrim has. Text is cheap and very easy to manipulate. Voice acting is not only expensive but not able to adapt contextually.

Yeah, then there's the logistics of hiring actors and giving them direction for dialogue that have to be as generic as possible due to the player character possibly being pretty much anything. From a presentation standpoint voice acting is nice. It doesn't fit into what they're doing game design wise at all though.
