With or without mods, the game is still likely to be shit if it's shit in the first place like FO:NV or FO 3 or skyrim. They only make it slightly less obvious, but unless it's a complete overhaul of the game it will remain shit

most games played with friends are 10x more fun, obviously if a game is total utter garbage that doesn't apply: 0x10 is still 0

Anyway the first game I can think of is Chamelion Twist. It had great core mechanics that were really fun to play with but had really boring levels, and not very many of them. Its a shitty game due to a lack of quality level design that could potentially be modded to be a great game. To me that is the ideal formula for the kind of game being talked about here. A game that for some reason has shit level design but fun core mechanics. There aren't really a ton of games like that since the norm now usually centers around mediocre core mechanics and mediocre level design.
