Silent Hill i guess. XCOM and a lot of 4x games come to mind too. Strategy games generally have wide options for difficulty.

Dishonored 2 added a NG+ mode after release with a shitload of difficulty options, like how much leaning reveals you, how well guards see above them and such. I don't think it's available on a fresh game but I might be wrong.

Goldeneye had 007 difficulty, which let you adjust enemy parameters. 0 HP with everything else maxed is a fun way to play some of the maps.

E.Y.E. has sliders for enemy alertness, accuracy, draw distance, etc.

Cataclysm DDA allow you to change aspects of the zombies: health multiplier, spawn rate, and most fun of all, speed multiplier. You can 28 days later by setting something like a 1.75 speed multiplier. It's recommended to disable special zombies unless you like dying a lot.

Bastion has a neat one. You set the difficulty with weird shit after praying to the gods. You pick and choose which you want to make the game difficult, and it's a lot cooler than just having enemies eat more bullets.
