The very first time I played Baldur's gate, I went for a beefcake and got wrecked by the training room in candle keep, so I went fuck that, let's try diplomacy. Turns out you get a magic dagger for the mere fact of having good charisma. So next I rolled full bard for both BG1 and 2. It was especially good in 2 with the skald class and the insane lore requirements.
So yeah, D&D charisma is pretty damn good.

I want a fucking GURPS game. If you think you can make broken characters in D&D or Fallout look into GURPS. If you take a character who would be roughly analogous to an athlete or experienced soldier (approximately 100 points) and invest half that into his firearm of choice (let's say rifles, 48 points = attribute+13) giving you a skill level of 23. A skill level of 23 means that with one second spent aiming you have a 90% chance to hit a man-sized target at half a kilometer. If you add a few attachments and aim for a few seconds you could easily have a 90% chance to hit him in the head (4x damage), or increase that range to 10 km (longer than the battle rifle I calculated this with can shoot).
Don't get me started on base GURPS magic.

There are too many variables to give a definitive answer.
Some games are unbalanced and have useless stats such as "resistance" in Dark Souls which in turn "forces" everyone to have it as a dump stat.
Then there's also the whole thing of different games tying different stats to different mechanics.
Using the previously mentioned games as examples, in Dark Souls you can dump pretty much every stat except for intelligence and attunement if you're playing a caster.
In KotOR intelligence is exclusively tied to skills, making every stat except for wisdom and charisma a potential dump stat if you wish to play a caster.

It's easy as fuck to become overpowered in KotOR. If you play a caster just pump charisma and wisdom. Even if you play a full light side consular you can spam force storm forever despite the increased FP cost.
Everything else is a dump stat with 12,14 or 16 constitution for implants (16 is totally worth it, can get implants that grants more status points than those invested in order to use them) and 10, 12 or14 intelligence depending on how many skills you want. Realistically you only "need" persuasion and repair.

Why though? You don't need extra defence, only go dexterity if you want to use blasters. Strength gives both chance to hit and damage while dexterity only provides the former and that at the cost of a feat.
Melee is also super easy to abuse. Everything into strength, then constitution and intelligence same as above.
Then you pick Master Flurry with Master Force speed and kill everything nearly instantly because you throw out 6 attack rolls at once.
I love the games but I wish they weren't so easy.

Luck matters in Daggerfall for influencing the quality of found items but everything becomes Daedric at the higher levels anyway since it's got level scaling almost as bad as Oblivion. In Morrowind it's thrown into most skill checks as a minor modifier (lockpicking uses 1 for the security skill, 0.2 for agility, 0.1 for luck, while enchanting is 1 for skill, 0.25 for intelligence, 0.125 for luck for example) but doesn't affect loot. In Oblivion it basically increases the effective level of all skills.

So… Here's a fun thought for a character. The character has immortality, the character cannot die and will regenerate from mortal wounds, diseases, and crippling injuries after being comatose for 24 hours. However when concious the character still has HP, can bleed, can become injured and diseased.
What do I do? I make her an anorexic loli with 8 STR and 6 CON. Meaning at level 1 you can cut her fucking head off with a piece of paper with a critical hit. She's wound up being an incredible alchemist on par with the power of a wizard and cleric combined.

I never have a pure dump stat. Everything gets at least the bare minimum, and if a stat can be raised later, then I leave the buffer room for it. In games like Fallout, Intelligence is your top stat if you want to gain any damn experience, but having no strength fucks you in a whole other way.
