Well, cute little crow girl, your bitrate is what determines your size. Simply, the higher your bitrate, the larger your file size will be. You want to cut size? start by sacrificing audio bitrate, it's best to get it sub 64k. You can use the libopus codec for this. File still to large? Try reducing the video stream's bitrate by increments of 50k until you reach a threshold of around 200k, at which point you should consider reducing the file's resolution to something that won't like like a pixelated mess at your chosen bitrate.
Aside from that, I'm not sure what else I can tell you. If you did two-pass encoding, your file should've reduced some of its overhead as a result. If it increased in size, then you may have accidentally increased the bitrate on your second pass through. If not, well then I'm not sure what to say. I don't have all the answers.

I think that's a pretty acceptable quality for the length of the video. check out ffmpeg's documentation on 2-pass encoding and maybe also ask /webm/ for some pointers. I myself don't know very much about it.
