Fallout 1 had a miserable atmosphere, and the Vault Dweller's memoirs reinforce just how shitty and mean the series was intended to be. It's a shame none of the other games were able to follow up on the level of pessimism the first one output.

The second one showed there's change. There's bait and switch at first with the tribals implying the civilization is all gone, but then we see regular wasteland towns and then places like Vault City and NCR which are pretty well functioning. The theme was continued in NV.
Bethesda would then start repeating shit trying to make it as ruined as possible regardless of the context, in a superficial manner.

I meant the tone of the game more than the setting itself. Fallout 1 is dripping with delicious negativity and, canonically, everyone you were friends with dies agonizingly and it haunts you for the rest of your life until you just leave the village one day to die alone in the wastes. It's extra depressing.
