Yes. Its a Space exploration simulator with a Twinstick shooter slapped onto it. You can play its direct predecessor Ur-Quan Masters right now and discover that there is more to Starcontrol than simply winning the twinstick shooting sections.If star dock didn't fuck this up, you can play the Twinstick shooter on its own in the melee mode.
On the other hand, Stardock has really blown it by getting itself into a legal dispute over the intellectual property and the rights to all earnings raked in with the old games they claim they have acquired through Atari's insolvency estate whereas the original creators of the first 3 games claim that they only have gotten the brand name.

This is why the real successor of Ur Quan Masters/Star Control 3 is on hold and the 3 original games aren't on sale anymore.
