> If you're looking for SJWs on this list, well… there's Harlan Ellison and Ursula K. Le Guin. Harlan was certainly a firebrand, and Ursula was the field's most eloquent and respected feminist for decades. They are also two of the greatest talents that SF has ever produced. Both SFWA Grandmasters, both firmly ensconsced in the Science Fiction Hall of Fame, beloved of generations of readers. It would be hard to argue that either was created by a "clique."

I'm surprised you like City on the Edge of Forever and don't know this story.
Basically, Harlan wrote the original screenplay in which the set-up was that a rogue Enterprise member was selling drugs on the Enterprise. Roddenberry came along and gave his usual 'In the future they wouldn't do that' spiel, so he made Harlan rewrite it an additional two times. Then he took it away from Harlan and the other staff writers on Star Trek, notably DB Fontana, rewrote it almost completely. Ellison wasn't happy with the finished product so he wanted to take his name off it and use his Cordwainer Bird pseudonym. Roddenberry put Ellison's name on it because the Cordwainer Bird pseudonym was well known as being Ellison's pseudonym for when he wasn't happy with the finished product or when he was prevented from doing a good job, and Roddenberry was afraid that if he allowed Ellison to put his pseudonym on the episode, it would dissuade other Science Fiction writers from working on Star Trek. So Ellison vowed never to work with Roddenberry again and he became one of Star Trek's biggest critics.
Ellison published his original screenplay independently and they eventually did a comic adaptation funnily enough by the same guys who gave us Swolecard.

Well, to make matters worse, whenever Roddenberry would tell his side at conventions he would always say 'He had Scotty selling drugs!' The original script didn't even feature Scotty. Ellison would tell Roddenberry to stop saying that, Roddenberry would apologise and agree to stop saying it, then he would say it again almost immediately after.

Isn't the entire reason why Star Trek is considered good in the first place is because Roddenberry let some people have control over some minor aspects? Almost everything I hear about Roddenberry is completely negative to the point it sounds like he had no redeeming qualities.

If he had total control over Trek then it would be "no fun allowed". His version of the future was boring as hell. Everybody love each other, no drugs, no alcohol, no money because there is "no need for money", everybody work for free for the greater good of mankind, the Klingons are the enemy but there's no war and no conflict within the crew. The TNG episode "The Neutral Zone" kind of made fun of it.
