Most maps are basically new Overwatch vs Talon Company in the goals present, like Numbani being about securing the Doomfist gauntlet in a museum before Talon can take it or London being about Talon trying to blow up an EMP bomb in an Omnic neighborhood to incite retaliation and war.
The reason you don't see only Talon heroes doing the Talon side of this is because fun trumps gameplay story and the game would be shit if you could only pick 6 out of 20 or more heroes depending on what team you are, plus having enough options for every role as well.
There's also other scenarios like the Halloween ones or the Australia that have nothing to do with the major conflict and thus they are there for fun.
If you really want to "fight bad guys" you also had the Arcade Mode recreating one of the last missions Overwatch went through where you fought several "bad guys" as well.

Also add the addition of a fucking lot of characters with stun/crow control abilities and 0 mechanical skill and having characters like the bowman being able to deal 480hp in less than 2 seconds with an ability (and almost all characters have <250hp), or another one being able to stun you every 5 seconds.
The result of all that bullshit? People are fucking off, because this game isn't a "FPS" anymore, and thanks to the balance issues, it isn't even fun.

It's the matchmaking.
While this sort of thing is theoretically possible, you generally only see it with server regulars, and without servers to be a regular in, it becomes infinitely rare.

The size of the game also factors into it.
In tf2, the default player cap is 32, so in even a halfway-full server you have 7 other people on your team to play with, and if sv_alltalk is on you can at least chat with 15 other people.
Compare this to Overwatch, which has matches where 2 teams of 6 players face off, and your only chat options are maybe a couple emotes and some canned lines you can recite to your team. What's that? You wanted to talk with people on the other team? FUCK YOU

Upvote system for servers. If you don't like the server, rate it and bail. I don't like the sound of that, but at least it's fucking something. Letting the community sort itself out doesn't just work, the action strengthens the community.

Keep your Solo Queue button, but change it behind the scenes so it prioritises certain servers. Furthermore, add customisation options so the player can lean towards the server they want.

They have psychoanalysts studying player behaviour and social parameters to understand what makes a comfy environment. Yet instead they think being Big Brother to the player is the way to go. Why. The fuck. Are they not just doing this?

Expanding the size actually sounds like a real fun way to spice Overwatch up. How about having it at the standard 6 size for ranked matches, but expand it for anything else? The maps aren't that tiny, they can take it, and even if not then making larger versions is hardly the toughest thing ahead of them. 10 ults going off all at once sounds fairly fun.
