I think the best voice actor award in vidya goes to Tony Jay who did the voice of The Transcendent One in Torment. There's a YouTube compilation of all voiced lines grouped by actor and I will occasionally listen to all of his lines.
I am also infatuated with the voice of Corri English who does Elisif and other characters in Skyrim. The subtle quiver in her voice endows me with ample quantities of wood.

I honestly have to give props to most of the people they cast in Metal Gear for voice acting. As far as vocal performances go it is one of the only series I can think of and say 'Yeah dude, the voice acting in it is on point.' Doesn't make Hayter any less of a douche or listing Burch any less bait, but it is a valid point.
On that note have noticed that bad voice acting is often due to bad direction, though. Even people who are otherwise decent VAs seem to suck at anything SquareEnix throws at them.

Wes Johnson is always a riot. I know I went on about the anime brigade, but Steve Blum is a neat guy, with a great voice to boot. You can tell it's him every time, but it's just because he has such a distinct voice. Seitz Is a pretty neat guy too.
In addition, most VAs from RTS games aren't good, but gives off golden performances regardless. You can tell they tried really hard, even if they can't act well. DoW games are the perfect example of this.
