Because the environmental storytelling meme serves one purpose - making a strange world feel grounded, letting the player discover it at their own pace. To this end, they get rid of both a characterized protagonist and a strong narrative - all to let the player be as close to the setting as possible.
A period piece isn't about that shit, it's about meeting real life figures and interacting with them. Nioh understood this. From is just rolling with their narrative system that's got endless youtubers slurping their balls without wondering if it actually fits the goddamn setting. They don't even understand their system works much better with a customizable player avatar. Making a fixed protagonist that won't have meaningful interactions with characters is the worst of both worlds.
In short, I'm pretty sure they've got their heads too far up their own asses and just wants to one-up Nioh for stepping into their turf. And again, I eagerly anticipate both games, but I'm not convinced From are getting off the right foot here.
