Gaming has changed. GTAO turns massive profit with minimum effort so SP is basically dead now, SA was made in an era when you had to make a complete game because when a game was released, it was finished. GTA IV came out in a time when online gaming was already big but not to the extent it was now so it was able to get two satisfying SP expansions. It's also more about pretty presentation now so while V had pretty graphics, the gameplay got dumbed down into being extremely unsatisfying. I can go back to every GTA and have fun with it but I got bored with V after the week of beating it and don't feel like ever playing it again.

Fans do get it but they are an entirely different group with a slew of different problems.
They had to explain 2D, 3D and HD universes in a Q&A and some people still don't get it to this day when it was fucking obvious since 2007 without the need for that. Yeah, there are some easter eggs like CJ on a billboard in IV but that's what the are, easter eggs as well as some characters cross over such as Madd Dogg publishing new albums but they're simply alternate counterparts.
My least favorite subset of GTA fans on the internet right now are all those kids who violently react to the suggestion that anyone would want a GTA set in the past again because the past is "overdone" when almost every sandbox out there is set in the present and because they don't want GTA without smartphones and they want GTA to have social commentary about LOL DRUMPF in the future.

1970s San Francisco. Stop throwing a tantrum. No, really. This would actually be great because of how much verticality the city has, which makes for some fucking hairy car chases. It's also the only decade they haven't done, which makes it even more an obvious choice if they don't do another modern one. That being said, the map in V is shit regardless of how many cities it has. LS feels bland and shallow unlike LC in IV (say what you want about IV and find it boring but LC was very detailed and atmospheric) and the countryside is just boring with featureless mountains. SA crammed not just three cities but a much more diverse countryside into a smaller map.

You already got your San Andreas rehash, and it was mostly empty nothingness outside of Los Santos with the worst radio stations of all the games so far. They already did 80s, 90s, early 2000s, late 2000s, and the 2010s. They technically did 60s too, but it was an expansion to GTA 1, so I think revisiting London or something in the 60s would be neat. 1960s and 1970s would be the more likely historical eras they could do without too much rehashing, maybe 1920s-1930s for a prohibition era GTA but then again that would probably be too similar to Mafia. They could license a lot of cheaper psychadelic music/baroque pop/rock/etc thats not as well known to fill out the radio stations, but if they were really gonna do the 60s they'd probably spend the money on The Beatles, The Doors, Black Sabbath, etc. If they really wanted to stir shit up they could set it in Dallas with the Dallas mafia, corrupt rich ranch moguls, gangster cowboys or something ridiculous like that, and have the assassination of a fictional president with a name very close to JFK, like PFK or something in a mission. It could be GTA Texas, with western texas and southern texas being strangely closer to northern texas than real life, so they could have a coastline/mountains/multiple cities/desert/ranches/border.
But knowing Rockstar, its gonna be a reboot of Vice City because they haven't done a new setting since San Andreas.
