I think Anachronox did a good job of making you feel like you were definitely somewhere else. Startopia is one of my favorite management games because you can get down and follow an ayys routine after you build up your station. Outcast always pulls me in, it's a bit rudimentary but seems like everyone's going about their day naturally. Something about Blood Omen 1 got me into it, may have largely just been Kain's commentary. I used to be into Shenmue for this, I'll have to see if I have the patience or time for it these days.

I'd say so, especially if you turn off that damn phone and just wander around not dealing with 3DPD for a while. Still a lot more they could have done with that. Say, have someone cleaning sidewalks, taking out trash. It was mostly just folks milling about. Not really at anything. I don't think it particularly excels in people watching aside from those random events that turn into side missions.

That's why I put emphasis on too much, yet mapping isn't that good, you need to ask NPCs for directions all the time, which, again, brakes immersion even more because they don't have anything else to say.
Planning out your next trip and garnering supplies is fine, but looking for bumfuck village #82917 in random ass province #8 with a timer on your ass, only to enter an impossibly designed (if you're immersed) procedurally generated dungeon thats filled to the brim with sabre cats doesn't make me feel like this is a living, breathing world that my character is part of, especially compared to Skyrim.

I've yet to see a game that does a decent job of emulating a convincing ecosystem. I'd really love to see that though, where you can see herbivores damaging plants you can harvest for alchemy, and carnivores that hunt herbivores across the plains and through the woods, and where you can over-hunt them all to extinction and lose sources of food and fur.

There should have been in IV, just for more obstacles. Someone digging through cans, humping out garbage, tourists taking photos, and the errant sidewalk cleaner. Random roadwork.The late night crowds emptying from bars. The row of them feeding toward the nearest eatery. Too real for them, humorous to those who are attuned to daily. It should have seemed a madder experience for Neco in physics, as it was full euphoric. Borderline line a crime was happening and it affected your player. Would have sold horribly, I'm sure. But a sanity situation of a fresh off the boat situation like that would have enticed me. Taking out all the RPG mechanics of San Andreas was foolish. Just to plead to any asshole idiot that would buy into it and RDR, and onward.

Thief if you miscount all the undeads the world is very alive with barks from guards depending on situation (like if you're too close they complain about the stench) and the amount of conversation or simple humming the guards have. It feels at times that you're robbing castles.

It's hard to say, honestly. Most devs are too lazy to script anything outside eat, drink, and sleep for ai. Body language while not in a cutscene is also very reduced with folk having a full conversation without moving once. Hard to call that immersive.
