Operation Star is what you should play first, since I think you'll get a lot more appreciation for the two later games Mius Front and Tank Warfare: Tunisia 1943. Technical and engine wise it isn't that different from Mius Front, but has a lot more 'finished' content and operations including Cold War stuff. Mostly what Operation Star is lacking is a handful of optimisation/graphical features, as well as minefields and some of the more comfort features introduced in Mius Front like the changed UI and battlegroup organisation for the strategy map.
If you're planning on buying it, then its no problem. But I'm unsure where to find downloads for the latest version of Operation Star. Check CS RIN RU, the threads there on Mius Front and Tunisia 1943 are kept fairly up-to-date since the devs are now leapfrogging the updates between the two games. You can also check rutracker as well.
Ultimately it could just come down to preference to setting. Operation Star takes place mostly in 1942, and the Germans are on the offensive meanwhile Mius Front takes place in 1943 with the Germans now mostly on the defensive.
