Even the finished version is anemic as fuck.
Every GTA game before it, even ones like LCS which was just a budget PSP title made out of recycled assets or IV which had little do do outside the story other than fucking around with physics had this feeling of longevity, like I could always come back to them after some time and have fun doing random activities. V managed to lack it completely, few activities to do at all and things like driving or shooting were unsatisfying. I exhausted the whole game in a week.
