The game pseudo-enforces a team composition with matchmaking, putting a certain amount of tanks, supports and DPS on the same team to make it balanced.
If you pick a very popular character, it doesn't necessarily mean more time waiting, the role of that character is more important a factor here, actually.
It's a bit silly since this is the company enforcing the meta composition, but then again, at least you get to play with the character of your choice instead of spending the pre-match validating your life choices to people you never met and you end up with a functional team in the end.

Doesn't matter. Characters who are constantly changed and nerfed because of public outrage never really change THAT much in their design, their reason to be hated or even what they are good for.
The shitters that complain will still lose against them for the same reasons no matter how much you change them.
There's some examples like Widowmaker having a weaker bodyshot damage but keeping the same headshot damage for instance that seem to change how she plays, but she still is rewarded for headshots and punishing people that stop moving for too long or wander open areas anyway.
Bastion got several changes and nerfs but he is still the optimal sustained burst damage in the game anyway.
