Let's talk about what made The Surge great. Number 1, leveling. Unlike in a certain other series where levels were just a notifier of how many times you increased stats and were totally irrelevant given how much fucking twinking you could do, here your level determines your max equip load and also affects the effectiveness of max stat increases. It does not determine your damage or damage resist, and the effect of weapon levels are negligible on a first run but improve a weapon's effectiveness immensely in ng+ and beyond. Number 2, there's none of this piddly ass "infinite 2 swing combo" shit with a little fancy schmancy twirl or projectile that eats up your pwecious durability. You got five weapon types, all of them have a pair of interconnected chain of attacks with several different combo finishers for massive stagger and damage. Number 3, you don't have some ambiguous story with a bunch of items descriptions and boss cutscenes that plagiarizing faggots on youtube have to spell out for you, you have clear open ended and close ended questions here. You don't know who caused the surge, but you do learn Sally initiated the reboot that allowed it to happen. You don't know who Jonah Guttenberg is, but you do get hints he may be human or a robot. It does tell you what Resolve was, Utopia was, why Irina got fucked up, what Davey's deal was, what month and year it was, what this and that was used for.

Utopia was the artificial compound that was made to replace the organic one that wasn't cleaning up the pollution as fast as it was being generated. In testing R&D learned that roughly 95% of organic material died when exposed to it. The nanites were going to disperse the utopia compound over the planet in a single rocketload, and this whole process was Project Utopia.
