I believe that is mostly due to smaller player bases. Most other countries are more focused on a single game and so they end up with better players through sheer numbers. North American players are too spread out. They very quickly become a big fish in a small pond and lose the room to grow. Japan's dense and has a healthy arcade scene to boot. There's no shortage of good players to compete with over there and if you become the best in Kansai you can take a train over to Kanto. Fact is that they've just got a scene for it in Japan and whilst the US also does it's spread pretty thin and even if you condensed it, it lacks the arcades as a gathering place for people looking to test their skill, you'll have to rely on netplay and local meetups/events to even play at a competitive level.
