I call bullshit, for a number of reasons:

1) This is about four levels removed from the source. It's OneAngryGamer relating in English (1) about another article written by Sankaku Complex in English (2, and also Sankaku Complex is and has been notorious for posting bullshit for many a year now, so add that too), presumably translated from a Taiwanese article (3) about an interview presumably interpreted and translated from a Japanese person (4).

If you don't think it's highly likely that a misunderstanding would arise or there isn't some sort of misinformation in this clusterfuck lead back to the original source, you need to journalist better.

2) There isn't any reliable indication about whether the producer is talking in regards to the Asian and the Taiwanese market, or the Japanese version, or whether either of these will affect an English version, because often in terms of violence Japanese games are less censored overseas.

If it is the Taiwanese market and the Asian version, then it's likely that China's meddling has a lot to do with it, because there's been a lot of tension in places like Hong Kong, Singapore and Taiwan between two factions: those who swallow China's moral busybody "leading by example" bullshit and those who are very much not into it. This is especially evident in Hong Kong and Taiwan where magazines, media and video games that would have flourished only a few years ago are seen as more controversial in this political climate now and on the flip side things that never would have been allowed before being produced as a kind of rebellion. However, the moral questions brought up by these inquisitor types are a pretty far cry from feminist influence, even if some of the outcome is the same.

Moreover, if it's the Japanese side that's being changed, what's likely happening is that content is being changed so that it falls in line with whatever rating they want to sell the game under for CERO's guidelines. If you remember, CERO is the Japanese ratings board for console games like the ESRB in the US or PEGI in Europe. They have this ridiculous called "forbidden expressions" that they don't allow in console games and must be avoided. They claim that these are taken from polls they do about the public's ideas about general morality, but the last time they took such a poll, they noted women complained about why they saw breasts that need to be censored, but didn't do anything about it, so a lot of Japanese gamers, including me, think there's something else going on.

And what a lot of us suspect is going on is the pressure for local PTAs and community/parent groups who are always in moral panic "think of the children" mode. This is further evidenced by the fact that the last time CERO did such a poll, they admitted they should probably be more lax in their guidelines and again, this has been borne out in the types of games that been allowed to show up in the last few years that never would have before. On the Switch for instance, you can basically get softcore fetish porn that is photos of sexy women you can goggle at and you would never would have seen that before. And some expressions of violence are a little more inconsistent, less lax than they were before.

However, on the flip side, CERO games rated for children to be able to consume seem to be more regulated than ever. One example of this was the remake of Dragon Quest VIII for the 3DS. Some outfits had to be tamer to get the same rating because Dragon Quest is considered a family franchise and they still want to be able to sell to children. It originally released in 2004 and the remake came out more recently after the guidelines had changed again due to changing opinion polls, that again, we don't have direct evidence for, but suspect it is due to community parent organizations who are always in panic mode about this type of thing. (Though you should keep in mind even then what Japanese moral busybodies people consider "appropriate for children" is still a whole another ball game than what you may be thinking it is.)

So if it some obscure thing about how they depicted violence, sex or whatever of the million vices seen in a Ryu Ga Gotoku game, then it's likely something like that that hung up in the CERO process, and very, very likely not anything to do with Sega's or the Ryu Ga Gotoku's creators desires themselves. Sega has an extremely long history of refusing to capitulate to moral panics and being anti-censorship within Japan to the extent that they are rather famous among Japanese companies for being so vocally against it.

While neither CERO's BS or the stuff going on politically with Chinese-connected Asian countries is good, and no censorship it is also important to note it isn't the same thing and it does not have the same source cause.

3) I seriously, seriously, seriously doubt this has anything to do with SJWs or feminists. They have no virtually no sway in Taiwan or Japan and this whole article is jumping to conclusions that have little confirmed either way and whole lot of wiggle room for possible misunderstanding and error (and yes I did check for any Japanese confirmation and I can't find any). Right now, this is a super tenuous rumor at best. Something is going to change, but we don't know what, we don't know why and we don't know how much. People have made mountains out of molehills for things like Dragon Quest, Street Fighter EX and Senran Kagura before when it was clear that either nothing was going on, or the origins of the change were entirely different than what was theorized. Hold your horses, don't let them take the reigns of your senses.

4) IF something is going to be changed for any other reason, I can immediately guess what it is going to be. In the game there is a series of side quests involving trying to escape an ugly gay cross dresser who's chasing you literally like some sort of fucked up version of Pepe LePeu and that cat from the old cartoons. What I'm guessing is going to be changed is the name of the side quest, which is オカマから逃げろう！(or "okama kara nigerou!") It's hard to translate, but it would be close to something in between "Run from the homo" or "Run from the fag." These days we would call that type of person an オネエ (onee) instead (which is a derivation of the word for big sister). So I'm guessing it will be changed to オネエから逃げろう！(onee kara nigerou) (Why the change from okama to onee is harder to explain without going into a lot of detail about Japanese, but suffice to say okama likely gets it origin from the type of hole you're fucking, so you see why they might change the word. That said, as said above, its level of "offensiveness" isn't agreed upon within either the gay community in Japan or regular society, so nothing may change in the end. It's not like a racial slur, where it is pretty indefensibly meant to be derisive. There's a lot of debate over it. I'm not even sure if onee is the right word, as it gets more confusing as the years and terms build up, as Roger Ebert expertly noted in one of his columns way back when talking about what to call the super short people.)

If you want to see what it looks like in the original, you can look at this video. In this first part, you're fighting for the gay cross dresser with his former (presumably) gay boyfriend who is picking on the cross dresser (remember this is based on the Japanese conception of gayness, which is more in line with it being a fetish than a sexuality, especially at the time the game was made, not so much now). Once you do, the cross dresser shouts "I love you" and starts chasing you like those old Looney Tunes cartoons. Later on, in the next side quest, it happens again when Kiryu is walking down the street and feels like he's being watched. The last one (at least I think it's the last one) is when you aciddentally run into the gay cross dresser across the street and can be seen here. Each time you progress to the next part the "run" part of the name changes to more desperate versions, from "run" to "RUN!" to "RUNNNNN!"

I suppose it's possible they'll change some part of how the story plays out, but I doubt it's going to be the point where suddenly Kiryu is educating people on the cis white male patriarchy at the end of the side quest chain.
