They started off by shutting down the free version due to constant rule breaking, then they removed the ability for new members to start playing it; only those who had accessed it in the months prior to the change were permitted to continue playing. Years later they reopened RSC for a limited time to new members, and anyone who logged in during that time became permanently flagged for access to all RSC servers except one, which remained a veteran server. They did that a couple more times over the next couple years. After the 15th anniversary, they kept RSC open to members permanently, but free players still can't access it.
I guess they just didn't really want to devote any more resources to a 17-year-old game that barely has anyone playing anymore, and those that are are just botting all the time. Doesn't really help that the instructions on how to access RSC take a bit of digging to do, and it's not like the game is advertised at all. I hope they release the source when it's all said and done so that interested parties can go in and fix it up.
This also means that RS3 fags only have three more months to get their Classic Cape and pretend to be old school.
