I use gamefly and I didn't even know it had anything streamable. Never noticed. I get why people don't care for it too much but at the same time it's not bad if you wanna play console games and not pay 60 dollars for a game you end up not liking. I usually get three games a month from it, and I only like one or two of what I get usually. It's pretty guilt free.

Solution is adapt games to high latency. Remember how shooters went big on consoles and how consoles and gaming went mainstream (bro box 360)? Shooters got work around bad aim of pads: aimbots, cover based shooters.
Game designed for high latency should be like this.
3rd person, indirect controls, like in the mobas, cursors and lock box you could render locally so player moving it around would have no latency. All actions has inbuilt gameplay delay between activation and execution. No direct control of pan, when you look around high latency is most obvoius, so just drop it (like in mobas) . Such game would feel the same rendered locally or streamed.
JRPG style games are already half way into such design, easily adoptable for real time games. 100% adoptable for turn based . Old games are incompatible of course trying to stream them is beating old horse.

Don't forget ADS. Given how terribly innacurate controllers are, having a two-stage solution for aiming allowed console gamers to have "fast" (nothing's faster than snapping from point to point with a mouse, but w/e) aiming where you can sweep around the room relatively quickly, and then pull a trigger for ADS where you can aim more slowly with greater granularity.
ADS existed on PC before this, but it was usually an alt-fire mode for a long-range weapon like a sniper rifle in Unreal Tournament, you didn't need it by default because everyone already had an instrument capable of aiming to the pixel with a mouse.

Drones market, military and civilian has great demand for low latency digital streaming. There are much work happening developing special codecs and chips. Latency due to range still stands.
