One one hand, that is true, and I use a controller for most non-FPS games myself, and that's the case of most, so you need to make it at least playable with a controller.
On the other hand, there is nothing wrong with adding optional hotkeys or control options for a KB+M layout. That is the case of, say, Turok 2 remastered.
