There aren't any hard numbers floating around because of NDAs and shit but it's generally known that if you want to sell a Source mod instead of giving it out for free, you need to pay Valve about $35k for the license to the engine. If you want to sell a Source game and have access to the Valve asset repository for the engine (which is where a bunch of recent unreleased Half-Life 2 content [including some Episode 3 levels] have leaked from) then you need to pay them about $50k. If you want access to the Half-Life IP itself, you're going to pay at least $50k but most likely more than that, $100k is a safe bet.

Porting existing assets, adding some pretty fucking rough weapon animations and showing off some really generic shit whilst saying how pretty everything looks in Unreal 4 does not a game make. Using a different engine is a big problem, and not just for getting player movement down. Every weapon, every enemy, every sound, every interaction, has to be rebuilt for a new engine. Do you think these guys are competent enough to make enemies that are fun to fight? Are they competent enough to create intuitive and engaging levels that aren't full of clutter because muh pretty unreal 4 graphics? Does a standalone Unreal 4 fan project even have that wide of a potential playerbase compared to a source one?

My general rule of thumb with anything like this is that if they start making announcements and showing content before a substantial amount has already done in order to prove the competence of the team and viability of the project, i.e. having a playable test level, even if art assets are incomplete, then the project will either never finish or be shit. From what I see, they have achieved very little for such a big project and expect praise and attention for it.

The 7th gen brought about the era of free/cheap game engines for better or worse, before then you either had to make it yourself or shell out a good chunk of cash to get an existing engine. $25k to Havok just for physics was probably peanuts compared to what a AAA studio would pay for something like Unreal 2 I would imagine. It's also probably why Demon's Souls used not just Havok physics but I think it was the full blown Havok game engine they used, no doubt because other options were more expensive and little old FromSoft in those days couldn't afford something else.

It's really fucking annoying, one one hand Valve wanted all these new fuckers to be super-important story figured but on the other hand, they wanted to partially preserve the "one man against the world" feel of the first Half-Life so we ended up with this horrible mish-mash where Gordon is a one-man army that is somehow still subservient to these other fuckers. What I can see is a bunch of lazy idiots who by some miracle managed not to accidentally kill themselves before Gordon showed up. What the game wants you to see is these super-special hero figures.

The Source SDK license says you're allowed to make any mods with their IP, so long as it's free. The only time they'd be able to C&D a dev team is if they were actually selling it. There's also an "enterprise" version of Source which comes with the actual source code for the engine instead of just the SDK, and it lets you sell games without the mod label. It's how games like Hunt Down The Freeman got made without any C&D.
