As far as game localization goes, a lot of companies involved are located on the US west coast, mostly California, which I assume winds up being a bit of a factor as to what sort of employees/mindset they attract and/or enforce. I'd have to do more research on anime localization and where the surviving companies are at (pretty sure I've heard Funi is in Texas, but that state has it's own cancer hives), but that could well play a role too.

The closest thing to a anime otaku in the west world be the type of people you see in buyfag threads, and those people are rather rare. Real anime BD, OSTs and merchandise is very expensive and the shipping/taxes are prohibitive depending where you live. The typical weeb with a crunchyroll sub and some Funimation licensed merchandise they bought at the mall is throwing pocket change at the Japanese end of the industry and it's abysmal in terms of support despite all of the moralfagging those people do. A group of friends of a friend who I was getting into anime. I got my friend into anime with JJBA. He instantly became a huge fan of the series and definitely knows much more about the series than I do. Mind you, I don't watch much anime and usually stick to manga and only now got into light novels. When talking to them they were saying they were huge anime fans.
