There was a really fun series on G4/TechTV called Icons that isn't especially relevant any more as it was produced 10 years ago, but there's still some good stories there. I think all the episodes are on youtube so just look them up. There's been more information since and for that reason it's not entirely accurate but it's still pretty good.

One of the things I remember being said in the doc was that they would deliberately fill the disc with garbage data because that would mean that the more important and relevant data was pushed to the outer-rim of the disc where the highest velocity is experienced. When I pirated a Darkstalkers collection for the PS2, I remember the uploader commenting on how the disc was filled with garbage data and I remember him implying that the data was useless. Well, I think this explains it.
To this day, I've never seen anyone make any mention of discs being filled with useless data to move useful data to the outer, farther, fastest parts of the disc.
