I wouldn't say it's non-stop but it is distracting when it pops up and it's more common than in the first game. One minute you could be arriving in Modoc for the first time and getting absorbed by how effective and depressing the atmosphere is, then when you leave that could be totally shattered by getting a random encounter with a bunch of Buffy characters beating up a dev for not putting multiplayer in the game. Fallout 2 has a lot of improvements compared to the original but I've played through the original about three times and I can't remember experiencing anything that jarring.

It wasn't just the winds, but rather that a large hole with some cliffs on the side makes for a good defensive location. They also had a fuckton of scrap around for whatever reason and kept making shacks all around.
It wasn't until traders started coming by that they considered the idea of making it a decent city, since it's a good waypoint for all the trading caravans.
Technically, this is also how they do business. Every traveler and caravan that passes by spends their caps in their shop and bars before moving on. They buy whatever they need or want to sell and then sell it off to whoever passes by. Their existence is only justified because of how convenient they are to the existing caravans.
Alternatively, it's because it sounds like a cool idea, not because it makes sense. Bethesda does this shit all the time for FO3 and 4, where a lot of their content are just funny\quirky ideas because it sounds like something fun to find and explore but you're not supposed to think about it much longer than 10 seconds.
It's one of their cornerstones in game design, the other being "let's build this game like the nuclear bombardment had happened only 6 months ago!"
