It really depends on the tone a developer wants to establish. Generally, a game's graphics are a reflection of its gameplay. You don't these hyper-realistic simulators using cel shading and low poly counts, nor do you see Minecraft clones care all that much about reflections, sub-surface scattering, particles, the works.

Each has its own place and there's a wide variety of styles to 'cartoon' type games as well as a variety of methods to achieve realism (which in its own way leads to different styles).
I personally like seeing how far devs push realism and the workarounds they use to get around hardware limitations. Having "realistic" graphics in a nice fantasy setting is also fun to look at.

Apparently they chose the art style for BOTW because it allows players to easily and quickly pick enemies out from the terrain
The rocks, trees, and general landscape is more realistic in detail, patterning, and colors
The living creatures that you can interact with however are more cartoony with flat brighter colors and less realistism
The two are so close that you have to put something alive like link on a boulder to see the difference in the two visual styles, and how it actually does make potential opponents, animals, etc. stand out alot more
There are exceptions to this such as stone taluses, however they are essentially living boulders and don't aggo until you're very close
Notice how link and Paya are simple solid colors, and stand out greatly from the background dirt and buildings

But, good art-style doesn't guarantee that it's going to be a good cartoon. Studio Ghibli is a prime example of this with how every project they do "looks excellent", but just about every single one is just another attempt at recapturing of "magic" Miyazaki's early works that he did prior to forming the company.

Neither, retard. There is a huge range between "we want it to look photorealistic" and "we want it to look like an mid 00's CGI cartoon". The best is realistic, but still stylized, and that's particular to the game, itself.
You try to go for "hyperrealism" and you'll find yourself squarely in a type of uncanny valley. Because the viewer's mind is not utilizing a suspension of disbelief, and instead thinking that it's supposed to look exactly like reality, they'll see and nitpick at every tiny detail that is incorrect. Like the lack of proper reflections, or lack of a fully destructable environment, or z-fighting, or obvious limits to the render distance, or clipping, or whatever the fuck else. It's also why everyone can watch a movie made with CGI and immediately point out the scenes that "aren't real", because they aren't real. That's a problem you don't have when the entire movie is "not real". Video games are the same. The closer you try to get to reality, the more people will notice how unreal it is. Immersion is about style, nothing more.
