Capcom didn't want to shell out for like a 4~8GB chip. Somehow they bloated Legacy 2 to like 3.9GB from the LC1 being under 500MB for both region of games and all the artwork. Even doubling up MM8's CD for NA and JPN versions, that's only roughly 1.2 GB MAX there and the other titles aren't massive

They can, Capcom just don’t want to make physical carts for the Switch version. Also, Doom barely fits on the cart and runs like shit. Skyrim is from 2011, BotW is a WiiU game. The only game in your list that has some merit is Xenoblade 2.

That's what happened with the Anniversary Collection, and that had 1-8 plus two arcade games plus an interview with Con Man on one 1.35 GB Gamecube disk. All of this was done by a team too stupid to put jump on A and shoot on B. It was poorly made and the Gamecube version didn't have the arranged music for 4-6, but still. The X collection had 2 SNES games and 5 PS1 games on the Gamecube as well.
Legacy Collection 1 is around 450MB (ROMs plus art and music) and 2 comes at 6-7 GB. I'm guessing that either
A) they were too lazy to fit them into one application
B) they somehow bloated the total size to more than 8 GB
C) they didn't want the Switch version to be different from the other releases
D (most likely) they went really cheap and used the 1 GB cart

All the Classic games should be together. 1-10, the Complete Works extra features, Game Boy I-V, Rockboard, Racing, the two arcade games, Super Adventure Rockman, Challenger from the Future, the WonderSwan version of the Fighting games, and Powered Up.
X and Zero can go together since the X games are all about Zero anyway, and there are about as many of them combined as there are Classic games. Since there are only three or four Legends games (if the cell phone one counts) then they can be combined with ZX.
