A lot of games have super forms that are temporary. Nothing is ever permanent with those though. I reckon a ground based DBZ game with aerial combat being limited to jumping/gliding would be alright. Once you add in flying around the controls often get fucked, I don't think we'll ever get a game capturing Vegeta's fight with Recoome for instance.

Technically speaking, every Final Fantasy tends to veer in that direction by the end.

6 has a martial artist who can shoot beams out of his hands (and suplex a train), as well as a character with a more powerful ascended form. 4 had Meteo, a legendary forbidden spell of such dread power that it would kill the user, and by the end of the game they're chucking Meteos back and forth like ping-pong balls. And let's not forget Sephiroth in 7, who literally destroys the entire solar system multiple times in a single fight.

One important difference in between FF6 and Dragon Ball, though, is that a five-minute countdown to the world blowing up MEANS five minutes. Don't think you're gonna be able to just screw around up there for ten episodes' worth of time.

Disgaea. Right down to the old characters who are outclassed by the high-level ones but you keep them around anyway for old times' sake and sometimes they manage to save the day anyway.

My man. I'd add that Dissidia offers the verticality and maneuverability akin to a dbz fight. I recently beat XIII and I have to say character growth was a little disappointing in relation to the old games. The battle system was enjoyable and the difficulty was great but all the attacks where pretty tame. Nothing like emptying Camelot on somebody for the first time.

TES:Daggerfall is kinda like this

>get high hand to hand combat to kick ass or go Trunks and use a sword

>make a khajiit (they aren't furry in this game: human face, hands, feet etc.) to get a saiyan tail
