GTA IV's optimization was so godawful. It still stutters constantly on modern machines. At least DSFix did fix Dark Souls, GTA IV was beyond salvation. The performance increasing mod also increased the stuttering when there are too many cops.
Oblivion was bad, but not GTA IV level of bad. Performance could be fixed by tweaking the ini and cfg settings. Also, the fact that it's more of an RPG game than an action game, stuttering feels more bearable.

bad PC ports are just part of life. You can bet that the majority of games that get ported to PC will have their share of issues.
Another interesting thing about GTA4 optimization is it actually runs worse on newer cards. I don't know how optimization works with the rage engine but if you squeezed by with a q6600 when the game was first ported, you won't be finding a world of difference on a ryzen 7 1700 in terms of performance. It seems like every bit of hardware needs to have support added into the game at a later point to actually get the performance its supposed to.

On the PC you'll be jumping from framerates between 50 to 20 FPS on a 4790k and a 1050ti at 1080p on high while on the PS4 you'll be getting 30 to 20 FPS. The game drops frames in every single cutscene even on the PS4 "pro". What is actually insulting about this piece of shit is that not only does it run worse than better looking games on PC, it doesn't offer anything for that performance. The population density of previous Asscreed games is gone with most cities being closer to ghost towns and its rife with bugs which haven't been fixed at all.

It's probably because DMC3's combat system pushed the PS2's hardware too hard so they ended up cutting back on everything to make room for it. DMC1 could handle two weapons at a time, DMC3 can just about do 4 at a time + style. That's because consoles are just stationary mobile devices with a lower-mid range (at best) graphics card strapped on, so they only have to develop the game once and porting is a fucking snap compared to what it used to be.
It's not because they care, or they're competent, but because everything is becoming standardized to reduce development costs. You don't need to put in extra work to get it running on the PC. You just need to fix incompatibilities and bugs, and even then - it's just as shit now as it's always been.

You can finish many SA missions early by shooting drivers, ramming cars, superior driving, planning etc.

because there really isn't a good development environment for multicore support on PC. On console its a different story - you have what you have, and you must make the most of it. The CPUs were very good, IBMs PPC architecture was far better than anything Intel or AMD offered for years. The 7th consoles biggest shortcoming were in the graphics processing department. PS3 because it got an underpowered 7000 series geforce chip instead of the powerVR chip it was supposed to get, and 360 because the revolution that programmable SPUs brought to graphics hardware happened a year after the 7th gen hardware was being produced.

That's because the PS3 used part of it's SPEs to render graphics (if you know anything about computers you know how terribly inefficient that is) to make up for the RSX being completely shit compared to the Xenos (iirc it's basically a 7600GT vs a RX1650).so obviously you end up both starving the CPU and not getting much of a performance increase on the rendering side of things.
The X360 had a CPU disadvantage but instead it used the eDRAM as an oversized cache and shared memory between the CPU and GPU to more than make up for it
There's obviously also the fact that developing for an X360 wasn't a major pain in the ass in every way and didn't require somewhat advanced parallelization knowledge to actually do good on it.
There's also probably some underhanded shit where M$ forced dev into timed exclusivity knowing that developing for X360 first meant that they had to spend more money to remake the same thing on PS3 or deal with inferior results
The CPU on the PS3 also was made with heavy math, parallel and server workload in mind, that shit simply isn't useful in games most of the time, I mean the performance difference is monumental, a badly used CELL BE can barely outpace the first gen P4s (rough comparison from using the RA port which from the words of the dev itself does no effort into using the SPEs), a well used one is absolutely insane (see PxVC1100 or CodecSys CE-10)
