Personally I know "The I of the dragon" is an RPG/Dragon-simulator kind of thing with lots of interesting ideas, absolutely no polish, undermined by the fact that you are forced into some story about saving humanity from destruction and cannot really feel like a dragon by destroying shit and having the freedom of an actual beast. Spyro is an example of a platformer with a dragon. Might and Magic series allows you to have dragons in your party.

Drakengard let's you play long flight segments as a dragon, she'll have a tiny dude on her neck but it's the dragon doing all the work. She also sounds like a MILF in English. In NWN you can both shapechange yourself into a red dragon and summon another red dragon as a wizard. You can also shapechange to red dragon as a shifter prestige class. Either way both are high level stuff and probably not what you're looking for.

That game was a jack of all trades that tried to be ambitious and do too many things, none of them as well as they could have. It was a solid 7/10, but it has a unique charm about it that makes it feel like the devs genuinely did it for the love of the hobby. You can feel the passion they felt for it as you play along, even though the minor flaws it has pop out the whole time.
What really kept me coming back was the waifu development, though. That's really not a thing to bring me into a game but it was done well and I kept wanting to go on mainly because of that, to see how things would change and what she would become under my influence.

If you get a sub, you can play as a dragon in Istaria/Horizons. The dragons have their own special classes, quests, and capabilities, like being able to carve a lair rather than build a house and flight when you hit level 30 and complete your RoP.
It's an old-school "retirement" MMO that focuses on crafting. Moves slow, small close community, very grindy. Don't go in looking for fast levels and lots of action-packed combat, it's not the point. Istaria's a nice game to zone out to since you slowly work up to every new thing you make, and every area and item in the game is available to free players. Well, outside some occasional aesthetic bullshit for sub holders that no one cares about (like a mask for October), but there's no in-game micro-transactions or anything. Free players can only play as human, but there's more to do as a biped anyway since there's a zillion classes/schools for them, but only 1 class and 3 craft schools for dragons.

Eh, depends on what server you're on and who you talk to. Hilariously, Order (the RP server) seems to be the most normal out of the ones I've been on but I dunno if that's changed. Population's low and things are quiet no matter where you go. If you see someone say "murr" then run away, though haven't seen much of that myself.
I haven't spotted anything openly lewd as most people keep their more intense role-playing to PMs, anything in local chat skews toward implied flirting at best since people know kids sometimes come online. I did run into someone who claimed they weren't human irl once in the starting area. Never saw them again. Most people just try to stay in character, like the server's resident longtime gnome inventor serving the universe's equivalent of coffee in the general chat when she's around. A few people's characters have spouses/families and roleplay accordingly. One of the strongest players on the server is on a free account and I've watched him pick off blight anchors solo with a bow but never once seen him act like a faggot in the chat. I ran into an actual irl family playing together once; kid, parents, and grandparent all hunting boars together as dragons. I thought that was pretty cute.
My guild, when any of us bother to log on at the same time, are pretty chill. Haven't seen any furfaggotry from our two catfolk and lizardfolk players since their characters are "a loud, happy drunk archer who works as a mason" and "a grouchy, broody jeweler with manlet insecurities" respectively. Our fiend (blue magical manipulative race) flirts like crazy if she's after something, but again that's her character and fits with the race she picked. My dragon's basically a jew and just focuses on amassing wealth for the guild, and I'll act as an effective beatstick for anyone with the gold for it. The other two dragons are a quiet bodyguard and (honorary member) a snarky old mage dragon stuck in his younger form because he's too proud to admit he's afraid to fly and do his RoP. Lore-wise, "time" for dragons stopped when The Sleeper was removed from the world, so dragons have to complete a Rite of Passage to grow up, carving a new body for themselves and migrating their spirit into it, so all of that is lore-friendly. I have control over who gets in the guild though, so I dunno if it's fair to compare.

Dragon Knight Saga is the expansion+revamp. It pretty much gets rid of about two thirds of the Dragon part of the game. In particular, Flying fortresses no longer actually require you to fly around and systematically destroy everything anymore, you just land on them and proceed straight to the end. Most people didn't like the flying fortress gameplay so in DKS they pretty much removed it.

Then of course there's Bahamut who's in many FF games. Chrono Cross has Draggy, but he's not much of a character, much like, well, most of the playable characters. It also had the 6 kickass Dragon Gods you don't get to play as or summon, including the Water Dragon who's basically Pepe's evolved form. FFXI had one of the best examples because it allowed the Dragoon class to summon an autoattacking wyvern to fight alongside you, and said wyvern could be customized to one of three types based on your jobs.
