My assumptions were far too charitable if that's the case. The writer is probably just retarded, though I haven't read the books. Bear in mind that this is 80s level 'science' though, and some very retarded ideas on fusion abounded in even academic literature, to say nothing of scifi novels like LotGH.
As for whether such a reaction makes sense, no, it doesn't, even if the "planet" (it would really be a star if it met such conditions, and would appear with similar luminosity) were some brown dwarf with primordial-tier deuterium abundance. Then it becomes an even bigger mystery why helium is mentioned at all, as it would further suppress the desired reaction. Even swapping in literal and non-literal interpretations for every single term couldn't even save this scene and it's much more plausible to think that the writer just didn't understand how improbable a flammable atmosphere is.
