Almost all of the creative talent left Overkill sometime during Payday 2's development. If you look at the credits for Payday 1 and Payday 2 you'll see that almost their entire level design team just walked away. This is partially the reason for Payday 2's gameplay sucking so hard compared to Payday 1.
A few years ago the founder of OVK took a bunch of guys and left to make a new studio. I am convinced that the remaining staff are incompetent and poorly managed, and that's why they're putting out absolute shit like Raid.
