I do believe- lying or not- there is a hard push for "games as a service" and lootboxes. Thankfully it helps throw up warning signs to not support those companies. It also gives (good) indies more chance to shine. AAA develop games around lootboxes indies can develop whatever they like. Indies become the go-to for variety of gameplay.
I also think Lootboxes should be treated as gambling, but it's the same exploitation of loopholes places like Japan use to get around their strict anti-gambling laws. So because the palms are so greased I don't expect it to change anytime soon.

A couple points that show why the OP is exaggerated somewhat:
1. While it says that digital sales increased 69%, it leaves out that physical sales increased 65% over last year. Plenty of Ubisoft’s releases last year bombed, and they’ve done much better this year.
2. The larger portion of digital sales being micro transactions is largely due to Rainbow Six, which is still growing at a good pace, but proportionally less of that will come from initial sales of the game because the game price is much lower now.
3. Even these micro transactions are no replacement for new game sales. About 20% of Ubisoft’s entire earnings in this report came from their Switch titles, which is just a rerelease of Rayman Legends and Mario + Rabbids. Those two titles alone made around as much money as all the micro transactions across all of Ubisoft’s games did.
