So there are a bunch of decent looking, allegedly privacy focused email hosts. Protonmail, Tutunota, etc.

Unfortunately it seems like to get most of the advertised security benefits like e2e, the person receiving would have to use the same service?

Which services are secure when working with clients using different services? Or is using PGP the only currently-effective answer for that?

This is basically an application layer on top of PGP to make key-trading easier, and you can self-host the mail server to use the same protocol application.
