How come different programs have different opinions on what it should mean to split horizontally/vertically?

>refers to where the new item will be added, e.g. horizontal means it will be added to the right

>refers to where the split separator appears thus horizontal split means it will be added to the bottom

Which of these makes more sense to you and which one should be standarized?
