The Dosbox debugger is pretty decent. It's given me enough to feed into IDA and get a foothold to begin static disasm with some hassle. But I'm wondering if there's something more powerful in terms of dynamic disasm. I know there's Softice but that doesn't play nice with Dosbox or VMs in my experience. Maybe I'm holding it wrong.

Just step through it in GDB you lazy bastard. There's a huge list of dissassemblers here https://archive.fo/TLuP8 . IDA pro is preety unique and awesome being developed by the NSA and all that.

OP, do you have experience disassembling and debugging PS1 games? There's a screenshot on IDA that shows it supports the PS1 CPU, but what I really want is to hook it up to the emulator and find the code I'm interested in interactively.
