Twitter would have been honest if they had made a onion link for their website plus removed the email/phone or other information that links to a physical identity.

This will only stop plebs. You can run your own VM offshore, connect to it via Tor, and use it as a proxy to other Tor nodes or whatever. You could probably even just ssh to it. Run a game server or something on there if you want plausible deniability. Speaking of which, hacked game clients could be used to tunnel traffic like Tor system.
