Well, no shit. The point is, if there is something people want to buy then there is someone who is willing to provide it. If the production is illegal, but the possession is legal people only need to worry about getting caught when buying, once the purchase is over they are safe. However, if you make possession illegal then they are never safe, thus lowering willingness to make the purchase.
