Can the ESP32 be used as a low powered wifi RSSI sensor. I.E. turn on an led when a device comes within a certain proximity?

I am running off battery here. I want to detect phones sort of like a paxcounter

No. You only get dB information for the AP. You would need to implement a signal strength meter in hardware. Band pass filter -> RF amplifier -> diode detector -> low pass filter -> ADC
